DECLARATION OF DAKAR
TRIBUTE TO GEORGE FLOYD : A NEW BREATH TO REBUILD HUMANITY

The cold-blooded murder of a black citizen, an african american, by a white, euramerican policeman , perpetrated in plain daylight in a street of Minneapolis(Minnesota) is an ordinary occurrence which tragically reminds us of the lynchings of a not too remote past of slavery and segregation in America unanimously condemend by history. This cold and cruel killing of George Floyd by police officer Derek Chauvin, covered for and assisted by his policemen colleagues on the grounds of a counterfeit twenty- dollar bill, will, undoubtedly, have unprecedented far-reaching consequences in the USA and the rest of the world.
The unbearable and ignoble racist crime was constinuously broadcast the world over thus generating emotional outcries and dismay. Those unbearable footages immediately kicked off massive reactions of anger and indignation in Minneapolis itself, in major US cities before spreading all over the world. Those unpunished anti-black violences from the police forces resulting from systemic, institutional and structural racism were followed by, for some time, uncontrolled riots in some parts of the country that translate two new realities : on the one hand the significant andn in some cases, overwhelming presence of white protesters – and particularly of young people and women – in the various demonstrations and sit-ins stretching up to the gates of the White House, and on the other, the international support for the struggle against racism and for equal justice, and specially for black people to be endowed with the sacred right to live and breathe.
The tidal wave of popular protests is growing the United States.
Africa cannot remain passive or speechless while witnessing the sufferings of her Diaspora. It is worth noting and hailing the courageous stance of the Chairman of the African Commission and that of the President of Ghana, who denounced and condemned the racist violences meted on the people of the sixth region of the African continent. African women and men must resolutely and permanently stand up against torture, the cruel, inhuman and degrading treatments meted on the community of african decendants by the american government : in particular, the unpunished murderous police brutalities, the mass incarceration of young balcks and the biased judiciary, which all deny them their civic rights.
The effective abolition of all forms of slavery, direct or indirect colonialism and disguised or blatant apartheid requires the definitive wiping out of azl forms of inequality among humans. It is imperative to apply the same law to all citizens, regardless of race or ethnicity, gender or religion, origin, status or nationality. This is the main objective of the fight for the emancipation of the african peoples on the mother land and in the diasporas in solidarity with all the other peoples in the world.
The organizations signatory to this Declaration call on all Africans and all democrats the world over, all concerned and interested associations and groups to rally, on Tuesday June 9 at 5pm, at the Goree-Almadies Memorial(Dakar West Corniche).

DECLARATION DE DAKAR
HOMMAGE A GEORGES FLOYD : UN NOUVEAU SOUFFLE POUR REBATIR L’HUMANITE
Le meurtre de sang-froid d’un citoyen noir, africain-américain par un policier blanc euraméricain, commis en plein jour dans une rue de la capitale du Minnesota est un fait divers qui rappelle tragiquement les pratiques de lynchage d’un passé esclavagiste et ségrégationniste de l’Amérique condamné par l’histoire. Cette froide et cruelle mise à mort de George FLOYD par l’agent Derek CHAUVIN, couvert et soutenu par ses collègues policiers, pour une « affaire » de faux billet de vingt dollars US va sans doute avoir des conséquences d’une ampleur sans précédent aux USA et dans le monde.
Ce crime raciste, insoutenable et ignoble a été retransmis en boucle à travers le monde, provoquant émoi, effroi. Ces images insoutenables ont immédiatement déclenché une réaction massive de colère et d’indignation à Minneapolis, dans les grandes villes du pays avant de se répandre dans le reste du monde. Ces violences policières négrophobes et impunies qui relèvent d’un racisme systémique, institutionnel et structurel, ont dégénéré par endroits en émeutes ; elles manifestent deux (02) nouveautés : d’un côté, la présence significative et parfois majoritaire de manifestants blancs, et surtout de jeunes et de femmes, dans les cortèges et les sit-in jusqu’aux portes de la Maison Blanche, et de l’autre le soutien international à la lutte contre le racisme et pour l’égalité en droit, notamment pour les Noirs le droit sacré de vivre et de respirer.
La marée montante des protestations populaires se poursuit aux Etats-Unis. L’Afrique ne saurait demeurer passive ni silencieuse face aux souffrances de sa Diaspora. Il faut saluer la position courageuse du Président de la Commission africaine et celle du Président du Ghana qui ont dénoncé et condamné les violences racistes subies par la sixième région d’Afrique. Les Africaines et les Africains doivent se mobiliser fermement et de manière continue contre la torture, les traitements cruels, inhumains et dégradants infligés à la communauté d’ascendance africaine par le gouvernement américain : en particulier, les violences policières meurtrières impunies, l’incarcération en masse des jeunes et une justice à deux vitesses qui les dépossèdent de leurs droits civiques.
L’abolition effective de toutes les formes d’esclavage, de colonialisme direct ou indirect et d’apartheid affiché ou voilé, exige la suppression absolue et irréversible de toute forme d’inégalité entre êtres humains. Il faut impérativement l’application d’une même loi pour tous les citoyens, sans distinction de race ou d’ethnie, de genre ou de religion, d’origine, de statut ou de nationalité. Tel est le but principal du combat pour l’émancipation des peuples africains dans le continent-mère et dans les diasporas, en solidarité avec les peuples du monde.
Les organisations signataires de cette Déclaration invitent tous les Africains et tous les démocrates dans le monde, les associations et groupes concernés et intéressés à se rassembler le mardi 09 juin à 17 heures sur le site dédié au Mémorial Gorée-Almadies (Corniche de Dakar).
Elles invitent à :
• Organiser des manifestations pacifiques pour condamner l’immolation, l’assassinat ignoble de George FLOYD et la haine raciale partout dans le monde ;
• Organiser des cérémonies pour le repos de l’âme de notre martyr commun, George FLOYD.
